CI had protested to Grampian NHS that the date for last submission of 11 December made it impossible for an organisation like a CC to give proper consideration to such a consultation. In his view this made the consultation a false exercise, for the purpose of being able to say the public had been consulted, rather than a genuine attempt to gather opinions.
