Minutes of the 56th ordinary meeting held on Monday 18thJanuary 2010 in Finzean Hall at 7.30pm

510 Minutes of the meeting of 16 November 2009 were approved
511 Matters arising from the minutes of 16 November 2009.
511.1 Flooding on Cairn O’Mounth Road CI reported that Feughdee West CC had taken action , and Aberdeenshire Council were preparing depth markers to assist motorists
511.2 Association for the Protection of Rural Scotland It was agreed that the CC should join the Association.
511.3 Aberdeenshire Design Awards No further suggestions were put forward and JF undertook to prepare the proposal for the Graveyard in consultation with Veronica Ross.
511.4 Finzean Community Council Revised Constitution. CI reported the result of the consultation with the Marr Area Office. Regarding 16 and 17 year old membership, CI should devise a wording to meet the requirement. Also the other comments were to be acted upon.
511.5 Switchcare Help Scheme C I had discussed with K Strachan an insertion in “the Rabbit” and passed material to him.
511.6 Birse Parish Liaison Group Meeting The responses of the residents to the Aberdeenshire Local Plan were discussed., as were the views on the Core Paths Plan and the Birse Graveyard extension. Proposals for the Millennium Stone Event on 1 January 2010 were agreed. BCT indicated the progress for their attempt to gain grant support. It was, however, unfortunate that since the meeting the application for grant had been rejected. The next meeting was expected to take place in February.
511.7 Speed signs in Finzean. CI reported that he had had no response to his contact with the roads department, either on the speed signs or on the changes to the junction . Discussion took place on the desired type of speed signs and and it was agreed that we would like to be consulted on their location. It was also agreed that we would like a speed limit of 30mph and to see the result of the speed survey on the village street.Cllr Clark undertook to follow up these points..
511.8 Shaping Aberdeenshire. CI reported on the meeting in Aboyne Community Centre, 30 Nov where representatives of the community were asked to select which aspects of the Strategic Priorities of Aberdeenshire Council were most desirable. There was no news on the outcome
511.9 Ward Forum CI reported that the 17Nov, Meeting of the ward forumin Kincardine O’Neil Church Hall, took a similar form to “Shaping Aberdeenshire”. Similarly there was no news on the outcome. The Next Ward Forum was to be in February.

513 Correspondence
513.1 Enquiry from D Farquharson Mr Farquharson had asked for an assessment of community feeling on the question of BCT acquiring ownership of the area on Corsedarder around the War Memorial and Millenium Stone. Members said that they were not aware of any need for changing the situation.
513.2 Briefing note CP Exec Nov 09 The briefing was noted, although the point was made that the information given was still cloaked in mystery for the general reader.
513.3 Summary of CP Board meeting Nov 09 This summary was also noted.
513.4 Aberdeenshire Community Mediation Service. The service offered a presentation to explain their activities. In view of the levels of confrontation within the CC area it was not felt necessary to arrange such a presentation in Finzean..
513.5 Planning Training for Community Council Members In response to the invitation to attend a training session about planning it was agreed the KM should attend – Sat 6 March 2010 .
513.6 NHS Consultation. On 17 November a consultation document had been received , with a consultation period of mid-October to Mid December. CI had protested to Grampian NHS that the date for last submission of 11 December made it impossible for an organisation like a CC to give proper consideration to such a consultation. In his view this made the consultation a false exercise, for the purpose of being able to say the public had been consulted, rather than a genuine attempt to gather opinions.
513.7 Custody Visitors A request for volunteers to be “Independent Custody Volunteers” was circulated.

508.1 Closure of Cairn Road due to Snow – The recent correspondence in the “Deeside Piper” on the erratic signing of road closures due to snow was discussed. In view of the extensive press coverage it was decided not to take any action.
508.2 Further to concerns about excessive speed of traffic along the street in Finzean, the suggestion that the police might visit with a speed gun from time to time was discussed. It was agreed that this would be desirable.
509 Dates of meetings in 2009 Jan 18 mar 16; 18 May;20 Jul; 21 Sep and 18 Nov.
The AGM will precede the May OGM.
