MINUTES OFTHE 54th ORDINARY MEETING HELD IN FINZEAN HALL ON 21 SEPTEMBER 2009 .

489 Matters arising from the minutes of 20 July 2009
489.1 Burial Grounds a) Birse Mr R Callander, from Birse Community Trust, reported on the negotiations that had been ongoing regarding the Burial Ground extension at Birse Church. Learning that the Aberdeenshire Council proposed to complete purchase of the ground from Dunecht Estate and prepare the burial ground for use in the current financial year, the Trust proposed that, as owners of the Church and old burial ground they should buy the ground and make an agreement for the work and subsequent management to be carried out by the Council. In principle this had been agreed and he now sought support from Finzean Community Council. Support had already been obtained from the Birse and Ballogie community organisations.
The Trust also sought assistance from Finzean in relation to the management agreement, as there were some similarities between the Birse and the Finzean Projects
Support for the project was agreed, and J Forster undertook to liaise with the Trust
b) Finzean J F presented a report on progress and outstanding items were discussed.
489.2 Visit by Chief Executive. JF reported that the Area Manager had agreed to offer dates when the CE was available, and arrangements would be made for one of these.
500 Planning
500.1 APP/2009/2065 Conversion and extension of Mill at Little Ennochie CI reported on the opinion submitted to planning officials following the special meeting with the architects and their clients.
500.2 APP/2009/2544 Tuttach – removal of condition 6 The Application was for the removal of the condition for the house to be restricted to use by workers on Ennochie Farm. It was agreed not to make any representation.
500.3 Core Paths Plan Response submitted JF tabled the response made after consultation with interested parties. The possibility of a path from “village” to the Church was discussed, with no definitive conclusion.
500.4 Building Warrant Application – Annfield, Drumhead Noted
501 Correspondence
501.1 Plants for Community Projects CI reported that the details of the offer of plants from Aberdeenshire Council had been passed to the Community Association.
501.2 Marr Area Partnership - AGM 26 September. Members were reminded of this event
501.3 “The Community Councillor” Spring 2009. Receipt Noted
501.4 “Serving Aberdeenshire – A guide to council performance 2008/09 Receipt noted
501.5 Information Commissioner – Annual Fee payment The request for renewal fee was noted and the direct Debit form passed to the Treasurer
501.6 Aberdeenshire Council Revenue Budget Overview. Cllr Clark described the current position regarding the budgeting procedure.
501.7 Aberdeenshire Community Planning Executive –note of meeting. Receipt was noted . the need for a ward representative was discussed.
501.8 Station Car Parking Policy in Scotland. It was agreed not to comment
501.9 Planning Aid Scotland – Training Noted
502 AOCB
502.1 Postal Deliveries. Concerns were raised that new post office procedures threatened to delay the deliveries in Finzean . It was agreed that it would be necessary to await developments before deciding action.
502.2 Bus Shelter. Questions had been asked as to why a new bus shelter had been constructed without any consultation. It was believed that no-one waited for a bus there, as the school bus now picked up and delivered children to the Hall car park; a more suitable position for a shelter. The matter to be raised with Aberdeenshire Council.
502.3 Flooding on road to “Cairn”. This matter had been raised by BP, who had been unable to attend the meeting. It was thought that the flooding took place to the south of the Bridge over the River Feugh. This is in the Feughside West Community Council area and it was agreed to pass the complaint to them.
502.3 Non Attendance at Post Office. Despite the limited hours for opening of Finzean Post Office there had been at least two occasions when the post-master failed to appear. It was reported that his management had instructed him not to attend on these occasions; once at least due to computer problems. CI was asked to find out more with a view to putting in a complaint about the service.
