 FINZEAN COMMUNITY COUNCIL

MINUTES OFTHE 55th ORDINARY MEETING HELD IN FINZEAN HALL ON 16 NOVEMBER  2009  .

505Matters arising from the minutes of 21September 2009 

505.1Visit by the Chief Executive of Aberdeenshire Council. The successful visit of the Chief Executive,  when a presentation was made of the achievements of the community was given ,was reported

505.2CI reported that the reason the Post Office  service hadbeen unavailable on a number of occasions was the malfunction of the portable IT equipment. It was agreed that this was a ridiculous situation and that representations should be made for the provision of back-up equipment

505.3Finzean Bus Shelter. CI had been advised that the bus shelter had been replaced after complaints about disrepair by a resident. Replacement had been less expensive than the repair of an obsolete design. Assurance of consultation in future had been given. Discussion revealed that there was still a use by schoolchildren for a shelter in that position, particularly in winter when walking the length of the street could be hazardous.

505.4Flooding on the Cairn O’Mounth Road.BP specified the area which flooded. Recently a number of cars had been stranded in the water.  It was agreed that at the least depth marker posts were required to allow drivers to judge the extent of hazard, and that FCC should communicate their views to Feughdee West CC.

 

506Planning

506.1APP/2009/3045 Birse Burial Ground Extension. CI advised that FCC had submitted a message of support, but since then the application had been withdrawn for administrative reasons, with a view to resubmission when details of layout etc had been clarified.

506.2APP/2009/3048. Extension to Pinewood, Finzean. No objections were raised.

506.3Association for the Protection of Rural Scotland.  Receipt of an invitation to join was noted. The Association provides advice on planning matters, with a membership fee believed to be £20 for a small group.  It was agreed to consider again when a more members were present.

506.4Planning Act BriefingCI reported on a briefing given on the consequences of the new Planning Act. Concern was expressed at the new responsibility for Neighbour Notification placed on the Shire Council, and the changes to appeal procedure noted.  Members agreed that there was need for training provision, a subject which had been raised in a questionnaire of Community Councillor’s needs in previous years.

506.5Aberdeen City and Shire Structure Plan,Receipt of the approved plan was noted.

506.6Building Warrant Application 2009/4359 amending 2009/3923 adjacent to Blackhole Finzean was noted

507Correspondence

507.1Shaping Aberdeenshire.Meeting in Aboyne Community Centre, 30 Nov at 6.45pm Members were urged to attend the meeting at which discussion of the best ways of trimming expenditure were to be considered. Suggestions from residents would be welcome. Measures to curtail absenteeism were suggested as a means of reducing staff costs.

507.4Aberdeenshire Design Awards 2010:Nominations by February 2010. The Graveyard was suggested for nomination. Further suggestions at the next meeting.

507.5Aberdeenshire Walking and Cycling  Action Plan – see www.aberdeenshire.gov.uk/walkingandcycling. Noted

507.6Community Council Constitution: CI explained some of the modifications required following the Scottish Government issue of a Model Constitution . It was  intended to produce a draft for consideration at a future meeting , for eventual approval at the AGM.

507.7Land of the Standing Stones – St Andrew’s Day Celebration .An offer had been received for involvement of local groups in the finale of the “Year of the Homecoming” with  a free CD or score for a piece written by Paul Anderson to mark the event. It was suggested this might be of interest for the Millennium Stone event proposed . To be raised at the BPLG meeting.

507.8Switchcare Help Scheme – Helping people to switch to digital TV: A set of advisory Documents had been received.  It was agreed to pass these for abstraction for a an article in the “Rabbit” 

507.9BT –“ Adopt a Red Telephone Kiosk”Not applicable to Finzean but BT offer Red Kiosks to communities as landmarks.

507.11Aberdeen City and Shire Winter Festival Guide. Receipt noted

508.1   Birse Parish Liaison Group MeetingTuesday 17 November in the Old School, Finzean.

508.2Speed signs in Finzean Street.The question of speed checks which FCC had been told would take place was raised.  No information from the roads dept was available .  It was agreed that this would be a good time to ask for an illuminated sign .  CI to contact Roads Manager/
